Animal testing on cosmetics and other consumer products has historically been common practice in product research and development. However, recent years have seen growing public concerns about ethics and necessity of animal testing.
Some states have explored legislation to ban or limit testing on animals specifically for developing or evaluating cosmetics and household cleaning products.
CHPA generally supports prohibitions on animal testing while allowing exemptions in select research areas deemed critical to substantiating human health and safety based on federal or state regulator evaluations. Such areas potentially include ingredients in widespread use that lack replacement options, addressing significant problems lacking alternative test methods, and international cosmetic requirements outside state jurisdiction.
